The signs of the Government that the fight against drugs had ceased to be a priority
“In three years it will probably be the worst problem in our country.” The phrase refers to drug trafficking and belongs to Horace Rosatti, President of the Supreme Court of Justice of the Nation. Said in December, shortly after assuming the head of the highest court in the country, it returned with force this week, when the death of 24 people in the Buenos Aires suburbs due to intoxication with adulterated cocaine was known.
After his statement, Rosatti participated in a coordination table for dealing with drug crime and related crimes. It was in Rosario, one of the points most affected by drug trafficking at the local level. He was with the Attorney General, Juan Manuel Casal, the head of Procunar, Diego Iglesias, and several of the main men of local justice. The incident was considered a “sign” on the subject by one of the three powers of the State, in the face of a problem of magnitude.
The case also became a new round between the ruling party and the opposition. Which in the last hours added a hard cross between the former Minister of Security, Patricia Bullrich and the current holder of the portfolio, Aníbal Fernández, with high caliber accusations.
In the midst of the problem, which reveals the enormous deterioration of the social fabric, there were not a few who pointed out that the first sign of the Government in the area was given by the figure of Sabina Frederic, who succeeded Bullrich with the arrival of the Frente de Todos and preceded Fernández, whose assumption of office dates back four months.
“In the two years of the anthropologist, there was no talk of drug trafficking,” said an important judicial source, referring to what happened during Frederic’s stage. After which he added that “when (the now Buenos Aires minister, Sergio) Berni was Secretary of Security, the raids were carried out for drug trafficking, he had an active role and showed himself there.” To which he added that “that works as a stimulus for the men of strength.” After which he considered that in Bullrich’s stage “something similar happened”. “There was a clear message to the security forces: the work was supported, there was a clear involvement. Promotions were promoted and that translated into more and better work”, they complete.
The consulted specialist marked differences between Frederic and Fernández by pointing to the latter as a person who gives concrete and effective answers to the demands of the researchers every time he is requested. A line that men from the ruling party also defended when pointing out, among other points, how “Aníbal came out to respond” to the accusations against him with “hard data, which are the result of work.”
“The security forces respond to politics and in that sense Bullrich was a champion of the fight against drug trafficking,” They completed part of the forts consulted. And they graphed with a scene. “When she dressed as a fajina, they made her a meme and many laughed, but in reality, for the troops who are working in complicated areas, who put their bodies to fight crime, what she did is all a gesture and that is translates into greater commitment from them.”
After Bullrich’s departure, the “standstill” in the fight against drug trafficking is identified and the situation that arose with the arrival and management of Frederic is insisted on. “She arrived as an anthropologist, managed as an anthropologist and left as an anthropologist,” she summarizes. In this sense, they point out that in February 2020, Frederic dissolved the Undersecretary against Drug Trafficking and lowered the rank to a Directorate within the Undersecretary of Criminal Investigation and Judicial Cooperation. “It would be the equivalent to when the Kirchnerists point out that the macrismo lowered the Ministry of Health to the rank of Secretary,” they equate.
To which they add that by decision of the comptroller of the Federal Penitentiary Service (SPF), María Laura Garrigós de Rébori, you can no longer do intelligence in prisons. The decision was in the framework of the case of illegal espionage. “Instead of changing those responsible for what happened, the area was directly disarmed, with everything that complicates a judicial investigation,” they detailed. “The State protects the drug trafficker from an investigation,” a judicial official told La Nación, who also highlighted the importance of knowing with whom drug traffickers talk and meet in prison is vital to continue investigations and prevent new crimes.
For that, he even cited a specific example with the case of “Guille” Cantero, leader of the Rosario gang “Los Monos”, who since his imprisonment in prison organized a kidnapping for extortion. Cantero is also an icon of crime collusion with State terminals. In his cell he managed to take the prison’s public telephone, when the telephones he had in his possession and from which he continued to commit crimes were seized. To which was added the difficulty with which they also face when it comes to carrying out raids on penalties. “There are in-depth measures that are necessary. Legislation needs to be changed.”, they add. “Cantero killed and is going to continue killing and at one point the State allows it”, they completed.
Another of the points mentioned as a “political signal” lies in the lack of speed to fill vacancies in justice. Which was also mentioned by Rosatti. “Half of the federal judge positions in Santa Fe are vacant. This is an urgent problem”, indicated the head of the Court. “It is clear that for the Executive, covering these positions, like other strategic ones in the Chamber in Economic Criminal Matters – through which a large part of the cases related to drug trafficking pass and remain unemployed for years due to the lack of a chambermaid – is not a priority. This is proof that the issue is not on the government’s agenda”, they synthesized.
